Climate Action

Let’s work together to make sure Tualatin is a healthy and thriving place to live today and for future generations.

Tualatin’s Climate Action Plan provides a road map to achieve the city’s goal of net zero carbon emissions by 2050. The plan was adopted in 2024 and includes 146 actions in seven focus areas that the community can take to prepare for climate change and reduce emissions.

The plan is over 300 pages, but don’t let that discourage you! Start with the executive summary and look at the sections you are most interested in. The plan is divided into four sections: Introduction, Preparing for Climate Change, Reducing Emissions, and Next Steps. Sections are then organized by focus areas, strategies, and actions.

    Climate Action Plan Funding

    One of the actions identified in the Climate Action Plan was to identify an ongoing funding source for the plan’s implementation. Two funding sources were implemented to support this effort.

    Pennies for Climate Action

    Pennies for Climate Action launched in January 2026. Through this program, community members can contribute $0.99 per month via their utility bill. Participation is optional.

    Electric Franchise Increase

    Beginning in January 2026, the city imposed a 0.3% privilege tax on the gross revenue earned from Portland General Electric (PGE) customers in Tualatin. The average PGE customer may see an increase of $0.48 per month or $5.76 annually.
