Homelessness

The last Point In Time Count (2025) identified almost 1,000 people experiencing homelessness in Washington County, including in Tualatin. They estimate that for every ten people exiting the homeless services system, another 15 are becoming homeless.

As part of both Washington and Clackamas counties, Tualatin falls within both the Washington County and Clackamas County Continuums of Care. Continuums of Care are charged with coordinating local strategies and funding to prevent and end homelessness. The programs are funded with federal, state, and local resources, including Metro’s Supportive Housing Services measure.

Part of the Tualatin City Council’s 2030 Vision is to have safe, desirable, welcoming, and sustainable neighborhoods with housing that is available for all. To support this goal, the city has taken the following actions.

  • Provided funds annually to social service providers through the Outside Agency Grant Program.
  • Hired the Homelessness City/County Liaison to lead homelessness work in SE Washington County (Tualatin, Tigard, and Sherwood).
  • Adopted camping regulations that dictate the time, place, and manner by which camping is allowed on public property.

Shelter and Resource Centers

  • Good Neighbor Center: For families and youth. Programs include shelter and housing services. Located at 11130 SW Greenburg Rd, Tigard, OR 97223. Can be reached at (503) 443-6084.
  • HomePlate Youth Services: For youth ages 12 – 24 experiencing housing instability or in need of extra support such as meals, hygiene supplies, clothing, connections to services, and more. Located at 12685 SW 4th St, Beaverton, OR 97005. Can be reached at (503) 567-6591.

Camping Regulations

Camping regulations were adopted in 2023 to comply with state and federal laws. The regulations allow for outdoor camping on public property when specific time, place, and manner regulations are followed.
