Fees & System Development Charges

When you obtain a building permit, your fees cover the cost of:

  • A review of submitted plans by staff 
  • On-site inspections during construction
  • Capital improvements in your neighborhood and the surrounding area

Permit fees vary depending on the type and complexity of the work performed. Large commercial projects involve more plan review and inspections; smaller projects and residential work typically have less to review and fewer inspections, resulting in lower permit costs. 

When you apply for your permit, review fees and deferred submittal fees are due.  Review fees often include both a plan review fee and a fire, life, and safety review fee.


Permit Fees

Project valuation (cost of labor + materials) will determine the fees. Sub-permits such as commercial mechanical, fire sprinkler, and fire alarm are calculated based on the valuation for the individual scope of work. The valuation should includes all materials, parts, and labor. For an estimate of the building permit fee, see current fee schedules.

The plumbing permit fee includes the total number of plumbing fixtures capped, added, or moved, and installation of any linear length of pipe. This fee schedule is for both commercial and residential plumbing projects.  The minimum fee covers permitting and inspection costs.

The residential mechanical permit fee includes the number of new mechanical fixtures (exhaust fans, fireplaces, etc). For a quick mechanical permit fee reference, see Building Division Fee Schedule.

All plan review fees (except plumbing) are equal to 70% of the permit fee.  Plumbing plan reviews are equal to 45% of the plumbing permit fee for commercial projects with a 2” or greater water meter.

This fee is equal to 45% of the permit fee and covers the cost of the extra fire and life safety plan review when required.

This fee applies to non-residential projects when additional permit applications and/or project information will be provided at a later date. The deferred submittal fee is an amount equal to 65 percent of the building permit fee calculated in accordance with OAR 918-050-110(2) and (3) using the value of the particular deferred portion of the project with a minimum fee of $360.00. This fee is in addition to the project plan review fee based on the total project value.  The deferred submittal fee covers the cost of revisiting a project for review. Deferred submittal fees are not required when all information is submitted at the time of application. 

This fee applies to all permits (with few exceptions). It is equal to 12% of the permit fee. This fee goes directly to the State of Oregon.

The Metro Construction Excise Tax (CET) is 0.12% when the valuation on a permit is over $100,000 with a maximum of $12,000 of CET fees collected per structure. This tax goes directly to Metro.

Re-inspection fees may be assessed under provisions of OAR Section 309.1. This fee covers costs for additional inspections with rates included on the Building Division Fee Schedule.

Fee Schedules


System Development Charges

System Development Charges (SDCs) are City fees collected on Building Permits that offset additional infrastructure costs due to development. Any time a project impacts the water system, sewer system, stormwater system, roads, or parks, there is a charge for that impact. The revenue is used to expand and maintain these systems to accommodate new growth. 

Rates for the TDT are set by Washington County Land Use & Transportation and are dependent on intended use of the property. Uses that result in more public road trips will pay a higher rate because the more impact a business has on the roads the more it costs to maintain.  For changes in use, fees will be based on the difference between the previous and proposed uses. Rates for sewer SDCs are set in coordination with Clean Water Services (CWS).  Fees are assessed on the plumbing fixtures you add to your project, and fixtures that generate more waste into the system have a higher rate.

If your project requires a new or upsized water meter, an SDC will apply for the cost of the meter, plus installation.  For the current water meter SDC rates, please see the document attached below. When a meter is upsized, credit will be given for the existing water meter. This fees is used for maintaining our clean water system through the water system fund.

This fee is charged when a water meter is to be installed or switched and is based on the size of the meter. This covers the cost of the meter installation.

These rates are assessed based on a flat rate for each new dwelling unit for single-family and multi-family residential development. Non-residential rates are determined using development categories and any new square footage or change of use.

The School CET rates are set by the individual school district in which your project falls and is based on new square footage for both residential and non-residential projects. Tualatin stretches across four different school districts:  Tigard-Tualatin, West Linn-Wilsonville, Sherwood, and Lake Oswego. These rates are set in coordination with Clean Water Services (CWS). Any time you add any additional impervious surface area to a project, stormwater SDCs apply (based on square footage of impervious surface area). Additional impervious surface examples are additions to buildings, large concrete pads, parking lots, covered areas, etc. The extra water runoff is a larger impact on the stormwater system.


Refund Policy

Development fees paid to the City of Tualatin are non-refundable with the exception of permit fees. Requests for permit fee refunds must be made prior to any inspections. No permit fee refunds will be issued once an inspection has been completed. All refunds must be requested no later than 180 days after payment.
