Permits

The Building Division is responsible for issuing building permits and overseeing building construction within the City of Tualatin.

Are You A New User? Create an Account

Go to eTrakit and setup a public user account. 

Go to eTrakit and select “Apply for a New Account” under Contractor/Business and follow the instructions.

Note: Each business will have one account with a shared password. We will not create multiple accounts for individual users of the same business.   


Permit Process

Be sure to connect with the Planning Division early—they’re here to help guide you through the first steps of your development process. Depending on your project, additional permits may be required from agencies like Clean Water Services, Tualatin Valley Fire & Rescue, or the Oregon Health Department. For example, new connections to city utilities such as water, sewer, or stormwater will need a Public Works Permit, and Clean Water Services requires a “Service Provider” letter. The Planning Division will help identify any additional permits needed as part of their review.

After completing your initial Planning steps, you’re ready to apply for building permits! Tualatin’s online permitting process is designed to be clear and straightforward, with active collaboration between business representatives and City staff. The Building Division accepts permit applications online, where you can also view review notes in real-time, access approved plans, download issued permits, and schedule inspections. Keep in mind, commercial permit applications typically take 6–9 weeks to process. 

Step 1 – Apply Online

Apply online at eTrakit.     

Submit your structural, mechanical and plumbing  and other trade permit applications online. Have your project details, plans, site maps, calculations, and contact information ready for upload. 

Step 2 – Review Process

The Building Division reviews permit applications in a collaborative process to ensure compliance with state and local ordinances, aiming for a safe and code-approved final project. 

Step 3 – Pay All Fees

Pay any fees due prior to issuance online in eTrakit.   

Step 4 – Permit Approval

Once your permit is approved it will be issued.  Both the stamped plans and permit will be made available in eTrakit.     Now you’re ready to start your project. 

Step 5 – Schedule Inspections

Inspections for all building permits can be scheduled in eTrakit as soon as the next business day. 

Step 6 – Final Inspection

When construction is complete schedule the final inspection online in eTrakit.   If your project requires a Certificate of Occupancy you will receive one – allowing you to officially use your new space! 


Permit Lookup

You can look up your own issued permits and plans by logging into your established contractor account in eTrakit. 


Expiring Permits

Permits expire after 180 days of inactivity, or 180 days after the date of the last inspection. To request cancellation or withdrawal of your permit you will need to fill out and submit a Permit Withdrawal Request Form. This form can either be uploaded to your permit through eTrakit or emailed to building@tualatin.gov.
