Yes. City Council Meetings are generally open to the public, unless otherwise provided by law. The purpose of the Oregon Public Meetings Law (ORS 192.610 – 192.690) is to make decision-making of state and local governing bodies available to the public. The law requires that meetings be open to the public unless an executive session is permitted, that proper notice be given, and that meeting minutes and votes be recorded.

Generally, every regular meeting is preceded by a work session between 5pm – 7pm. Work sessions are intended to allow for information-sharing and for the City Council to engage in preliminary discussions. The City Council is not permitted to take formal or final action on any matter during a work session. Work sessions are public meetings and comply with the Oregon Public Meetings Law.

The City Council may meet in executive session for limited reasons outlined in ORS 192.660. Only members of the City Council, City Manager, and persons specifically invited by the City Manager or the City Council are allowed to attend executive sessions. Representatives of recognized news media may attend executive sessions, with a few exceptions. Finally, no final decision can be made in executive session. All final decisions must be made in open session at a regular meeting.
