Stormwater Master Plan

What is a Stormwater Master Plan?

A Stormwater Master Plan is an important strategy for managing precipitation in urban areas.  When it rains, water flows over hard surfaces like roads and rooftops instead of soaking into the ground.  This runoff can pick up pollutants—like oil, litter, and chemicals—that can harm our waterways, wildlife, and even our drinking water.  It can also lead to flooding and erosion issues.

To tackle these challenges, federal and state laws, such as the Clean Water Act, are in place to protect water quality in our rivers, streams, and groundwater.  Locally the City is required to manage programs and meet stormwater-related obligations addressed within the Clean Water Services Stormwater Management Plan (SWMP).  These guiding documents and programs help the City manage stormwater runoff created by our urban environment.

Key Components of the Stormwater Master Plan

We started by studying where stormwater was causing problems, such as areas prone to flooding or erosion.  This helped us understand how our systems were performing and where improvements were needed.

Using models, we evaluated how well our stormwater systems could handle different situations, focusing on areas that needed attention.

This plan advocates for green infrastructure approaches, like bioswales and permeable pavements, which can mimic natural water absorption and reduce runoff potential.

We looked ahead to ensure that our stormwater systems could accommodate more people and the effects of climate change, as well as address aging infrastructure.

Finally, we assessed how to fund the necessary improvements, including reviewing stormwater utility rates and development charges to support our priorities.

Why It Matters

The Stormwater Master Plan is crucial for maintaining clean water and healthy ecosystems in Tualatin.  It includes a prioritized list of projects to improve drainage infrastructure and protect natural spaces like wetlands and green areas.  By investing in our environment, we help ensure a livable and vibrant community for everyone.
