How to Start/Stop a Service

The City of Tualatin requires an application to be completed in order to provide services (Municipal Code 3-3.030). An application will be mailed upon request, obtained at the City Offices 8:00 am to 5:00 pm Monday through Friday, or downloaded: 

Residential or Commercial, please fill out the application and return to the City directly by emailing to billing@tualatin.gov or fax to (503) 691-8101. 

Please use the online Stop Service Agreement Form to submit a permanent or temporary stop service request. Once you have submitted your request, you will receive an email notification that the submission was received. You do not need to contact Utility Billing unless you did not receive the notification that the submission was received.  

If you are moving within the City of Tualatin, please complete the Stop Service Agreement Form for the address from which you are moving and submit a new application for the new address.  


Payment Options

The City of Tualatin offers Online Billpay which allows you to pay your utility bill with a Visa, MasterCard, or Discover. You can also manage your account, look up consumption data, transaction history and set up automatic payments with your Visa, MasterCard or Discover. You can also opt out of receiving a paper bill, in the mail, and sign up to receive your utility bill via email.

Sign up to have the payment deducted directly from your checking account, on the due date. Sign and complete the Easy Pay Form (PDF) and return it to the City of Tualatin utility billing office. The signed form can be returned via email to billing@tualatin.gov, mailed, or dropped off in person, to the Utility Billing counter at 18880 SW Martinazzi Avenue, Tualatin, OR 97062. 

Payments can be made by calling (503) 691-3056. We accept Visa, MasterCard, or Discover, and you will need your account number located in the upper right corner of your billing statement. 

A drop box is available 24 hours a day and conveniently located as you drive through the City Offices/Library parking lot, at 18880 SW Martinazzi Avenue. Payments will generally be processed and posted to your account, by the end of the following business day.

Payment Plans

If you’re having difficulty paying your past due utility account, you may be eligible for a monthly payment plan. A payment plan allows you to pay off your past due balance while keeping current on your regular monthly bill.  

To request a payment plan, please complete the Payment Plan Agreement below. 

We will review your Payment Plan Agreement application and advise of your monthly payment amount, to be paid by the 20th of each month. Customers who make all required payments and pay their regular utility bill on time and in full, while on a payment plan, will not be subject to water service shut off, assessment of late fees or collections. 

Please carefully read the entire payment plan Agreement, sign date and return directly to us via one of the following sources:

Plan de Pagos

Si está teniendo dificultad pagando su factura de servicios públicos que ya está vencida, puede ser elegible para ser un plan de pagos mensual mente. Un plan de pagos te permite pagar el balance vencido mientras esta corriente con tu factura mensual regular.  

Para pedir un plan de pago, por favor complete el acuerdo de plan de pago abajo.

Clientes que hacen todos los pagos requeridos y pagan su factura actual de servicios públicos a tiempo y por completo, mientras están en un plan de pago, no van a ser sujetos a que les cierren el agua, de cargos por pagos atrasados, o colecciones.

Utility Bill Assistance Program

ligible residential customers facing extreme hardship may now receive assistance on their current utility billing charges up to $300 per fiscal year. To be eligible for bill assistance, applicants must be a residential customer of the City with household incomes at or below 60% of the Oregon Annual Median Income for the past 60 days. Additionally, a customer may be eligible for the program if they are actively enrolled in one of the following programs: 

  • Supplemental Nutrition Assistance Program (SNAP) 
  • Women, Infants, Children (WIC) 
  • Temporary Assistance for Needy Families (TANF) 
  • Oregon Health Plan (OHP) 
  • Free and Reduced Lunch 
  • Energy Assistance Program 
  • Public Housing, Section 8 Choice Voucher Program or Project Based Voucher Program 

The City has partnered with Community Action Organization of Washington County to handle the application and qualification process. Upon qualification, Community Action will notify the City of a customer’s approval and the City will credit the customer’s account accordingly.

Payment Plans are also available for those needing additional time to pay off a past-due and/or current utility bill. 

Programa de Asistencia de factura de servicios públicos

Asistencia de factora de servicios públicos ya está disponible para clientes que califican 

Clientes residenciales elegibles que están enfrentando dificultad extrema pueden ahora recibir asistencia en su factura de utilidad actual con cargos hasta $300.00 por año fiscal. La ciudad se ha asociado con la organización Community Action del condado de Washington para manejar las solicitudes y el proceso de la calificación. Al calificar, Community Action notificará a la ciudad de la aprobación de un cliente y la ciudad acreditará la cuenta del cliente respectivamente.
