Utilities

The City of Tualatin either provides or partners with independent agencies for a variety of utility services.

City Utilities

The City of Tualatin provides water, wastewater, and stormwater utility services to Tualatin addresses. In addition to water usage and charges, your utility bill also includes fees that support different city services.

    Partner Utilities

    Ever wondered how exactly to read your utility bill from the City? Often called a water bill, your City utility bill actually contains several different fees to make up the total that you pay each month. Check out the example bill below, and let’s dive into how single-family residential customers can read and understand their bill. If you are a business-owner or live in an apartment/condo, your bills will look different.

    How to Start/Stop Service

    Start Service

    The City of Tualatin requires an application to be completed in order to provide services (Municipal Code 3-3.030). An application will be mailed upon request, obtained at the City Offices 8:00 am to 5:00 pm Monday through Friday, or downloaded:

    Residential or Commercial, please fill out the application and return to the City directly by emailing to billing@tualatin.gov or fax to (503) 691-8101.

    Stop Service

    Please use the online Stop Service Agreement Form to submit a permanent or temporary stop service request. Once you have submitted your request, you will receive an email notification that the submission was received. You do not need to contact Utility Billing unless you did not receive the notification that the submission was received. If you are moving within the City of Tualatin, please complete the Stop Service Agreement Form for the address from which you are moving and submit a new application for the new address.

    Payment Options

    The City of Tualatin offers Online Billpay which allows you to pay your utility bill with a Visa, MasterCard, or Discover. You can also manage your account, look up consumption data, transaction history and set up automatic payments with your Visa, MasterCard or Discover. You can also opt out of receiving a paper bill, in the mail, and sign up to receive your utility bill via email.

    Sign up to have the payment deducted directly from your checking account, on the due date. Sign and complete the Easy Pay Form and return it to the City of Tualatin utility billing office. The signed form can be returned via email to billing@tualatin.gov, mailed, or dropped off in person, to the Utility Billing counter at 18880 SW Martinazzi Avenue, Tualatin, OR 97062.

    Payments can be made by calling (503) 691-3056. We accept Visa, MasterCard, or Discover, and you will need your account number located in the upper right corner of your billing statement.

    A drop box is available 24 hours a day and conveniently located as you drive through the City Offices/Library parking lot, at 18880 SW Martinazzi Avenue. Payments will generally be processed and posted to your account, by the end of the following business day.

    High Bill Concerns?

    The City is proactive in responding to major water loss and high utility bills. If there seems to be an unusual amount of water use, the Utility clerk will initiate a “leak check” with our Operations crew and attempt to contact the customer directly.

    Single Family Residential:

    Does your water bill seem unusually high? It is difficult to determine an “average” bill due to the various ways we may use water. In order to have a starting place, it would be safe to say that a $110 utility bill would not be unusual. The way that water is sold, and with the addition of charges for storm, sewer, road, parks and misc., the actual bill may vary from month-to-month. Although, it is not unusual for a bill to remain the same each month. The time of year may also be a factor, when irrigating in the Summer, the bill may be higher.

    Policy

    The current City policy will provide for an adjustment ONLY when the current bill is three times the amount for the same period in the prior year and, if a leak was identified and repaired.

    A written request for relief must be submitted, accompanied by a receipt for repair, within 30 days. This will only provide for limited relief and the normal consumption must still be paid, along with the over-consumption billed at half the rate. There is no adjustment to the other charges, such as: Storm, Sewer, parks, etc. NO adjustment will be made to bills without sufficient proof of leakage.


    Usage Rates

    effective July 1, 2025

    Water is sold in units of 100 cubic feet or 1 unit. There are 748 gallons per 100 cubic feet or 1 unit. Pricing is as follows for residential customers. Water is currently $4.89 per unit. The sewer base fee, a flat fee per dwelling unit per month, is $40.92. The sewer use fee is $2.73 times your winter average water consumption (for new residents this multiplier is 8 until a winter average is established).
