The Community

Tualatin is a suburban community with distinct neighborhoods, a strong environmental ethos, and heaps of art, culture, and recreation opportunities. Incorporated in 1913 with well under 1,000 residents, Tualatin now has over 27,000 residents and a strong and diverse local economy. Tualatin is located at the intersection of I-5 and I-205, only 12 miles south of Portland and 30 miles north of Salem. Tualatin is a short distance from adventure. You can reach Mt. Hood in the Cascade Mountain Range, the Oregon Coast, and the Columbia River Gorge all within a few hours.  

Tualatin’s community cares deeply about the environment. Tualatin has been a Tree City USA for over 35 years and hosts community planting events that attract hundreds of volunteers every year. The city was designated as a Bee City in 2019 and adopted a Community Climate Action Plan in 2024.  

The community is also passionate about the area’s history, beginning with the ice age floods more than 10,000 years ago. The Tualatin Public Library serves as the local interpretive center and youth can collect a National Park badge for visiting this stop on the Ice Age Floods National Geologic Trail.  

In the 2023 Tualatin Community Survey, 91% of respondents rated Tualatin as an excellent/good place to live and 92% of respondents rated Tualatin as an excellent/good place to raise children.  

Community members are also served by a variety of other government agencies, including the Tigard-Tualatin School District, Tualatin Fire and Rescue, and Clean Water Services. 

The Organization

Tualatin uses a council-manager form of government, with the city manager serving as the administrative head of the organization. The current city manager has served since December 2006 and is only the organization’s fourth city manager. The city has a history of progressive leadership and a commitment to providing a high quality of life through well-managed, fiscally sound city services.  

The city employs approximately 200 people, who are organized under various departments and divisions. Many employees work alternative schedules, including 4-10s, 9/80s, or hybrid remote/in-person schedules. Several inter-departmental teams focus on employee wellbeing and engagement, organizing events and programs throughout the year to support our employees and healthy workplace culture. 

Salary and Benefits

The city of Tualatin offers a competitive benefits package including medical, dental, and vision coverage for employees and their qualified dependents, as well as a choice of Blue Cross/Blue Shield or Kaiser policies. Also included are life insurance, accidental death, long-term disability coverage, and a flexible spending program.  

Employees are part of the Public Employee Retirement System (PERS), and the city funds the full employer contribution. For those interested, the city also offers a voluntary 457 Deferred Compensation Program, long-term care insurance, and additional voluntary and dependent life insurance.  

Benefit packages are separated by management and confidential staff, non-management, police sergeants, and sworn police personnel.  

Salaries are separated by Exempt Management, Non-Exempt Management, AFSCME, Sworn (Police), and Temp Schedules A and B. 


Association Contracts

Tualatin has three collective bargaining units: the Tualatin Employees Association/AFSCME, the Tualatin Police Officers Association (TPOA), and the Tualatin Police Officers Association (Sergeants). The Tualatin Employees Association covers regular, non-sworn, non-management employees. The Tualatin Police Officers Association covers regular, sworn, non-management employees. The Tualatin Police Officers Association (Sergeants) covers police sergeants.
